Unified Planning Work Program (UPWP) 

The annual Unified Planning Work Program (UPWP) shows the annual budget, schedule and funding sources for planning studies, updating the MPO's Metropolitan Transportation Plan, and other technical work of the MPO.   MPOs are required to develop UPWPs to govern work programs for the expenditure of FHWA and FTA planning funds [23 CFR 450.308(b)].

FY26 UPWP Amendment #1 was approved by the Governing Board on February 18, 2026.   This document revises the FY26 UPWP to reflect the reallocation of $100,000 from other line items to a Bicycle and Pedestrian Master Plan. This amendment requires no new funding from SMPO member jurisdictions. The document also reflects minor revisions based on comments received since it was presented in December.   This Amendment updates the FY26 UPWP. 

FY27 UPWP was approved by the Governing Board on February 18, 2026.    This document covers the upcoming fiscal year and reflects additional funding in the overall SMPO budget, including increased Transit Planning (Section 5303) funds

The FY26 UPWP was approved by the Governing Board on March 19, 2025.  Work outlined will be conducted between July 1, 2025, and June 30, 2026.

Federal Authorizations 

This section contain federal authorizations within the SMPO that occurred during a federal fiscal year.  The law states in part, "An annual listing of projects for which Federal funds have been obligated in the preceding year shall be published or otherwise made available by the metropolitan planning organization for public review."  This law does not require that state authorizations be included in this list. 

This list identifies the project number, date of the authorization, type of work, and amount of work.  Note that in the case of projects not tagged as being in SMPO, these are included based on County / Divisionwide / Statewide and may be partially or completely outside the SMPO area. There were some instances where all of the funds that were previously authorized were not needed. In these cases, we removed a portion of the funding authorization and this negative value is denoted by a negative value.
