The Village of Pinehurst has completed the major construction work associated with improvements at the intersection of Chinquapin Road and Magnolia Road. These improvements are intended to enhance safety, address stormwater issues, and improve parking and pedestrian access in the downtown area.
Project Overview
Key elements of the project include:
-
Conversion of the intersection to a four-way stop with curb bulb-outs to slow traffic and improve visibility
-
Stormwater drainage improvements to reduce runoff and improve infrastructure resilience
-
New, clearly delineated on-street parking along Magnolia Road
Current Status
Primary construction activities are substantially complete. The remaining work consists of final punch list and finishing items that were intentionally scheduled for after the holiday season to minimize disruption during the busiest period downtown.
Remaining Work and Punch List Items
The following items remain to be completed:
-
Final pavement striping for travel lanes, parking spaces, and crosswalks
-
Installation of permanent stop signs for the new four-way stop configuration
-
Completion of remaining punch list items identified during final inspection
-
Landscaping restoration in areas disturbed by construction, to be completed when weather conditions are appropriate
These remaining items are scheduled for completion in early January.
Brickwork at the VGA Corner
The Village has received questions regarding brick patterns at the corner near the VGA. Prior to construction, this area already included a mix of different brick patterns. That said, the contrast between patterns in a highly visible location is not ideal.
Rather than removing newly installed brick, the Village has requested pricing to replace the remaining herringbone-pattern brickwork in this area. The herringbone pattern is limited to sections in front of 100 Magnolia and 15 and 25 Chinquapin; the rest of downtown uses the standard “yellow brick road” pattern. The herringbone areas also include several trip hazards, and bringing the area to a consistent, smoother standard would improve both safety and overall appearance.
Pavement Surface
Some residents have noted that portions of the pavement feel uneven. A third-party engineering firm reviewed the roadway and confirmed there is no evidence of material settling or potholes. While the surface finish is not perfect, installation occurred during cold weather, which can affect asphalt texture. As temperatures rise and the roadway sees regular traffic, the surface is expected to smooth out over time.
Support for Downtown Businesses
The Village recognizes the inconvenience construction has caused for residents and businesses. While the Village cannot compensate for construction-related impacts, downtown property owners are reminded that the Appearance Grant Program is available year-round to support exterior improvements.
In addition, the Village will be directing more of its advertising and promotional budget early in the new year to promote the downtown area as construction wraps up. The Village is also evaluating potential public improvements that could enhance the downtown environment and welcomes focused, practical input on ideas that would provide clear community benefit.
Thank you for your patience as this long-awaited project reaches completion. For questions or additional information, please contact the Village at 910-295-1900.
