Given Memorial Library Design and Construction

Pinehurst Traffic Circle

In February and April 2026, the Pinehurst Village Council adopted resolutions opposing NCDOT’s proposed redesign of the Pinehurst Traffic Circle and encouraging the agency to consider alternative approaches and incremental improvements to the existing circle. The North Carolina Department of Transportation (NCDOT) proposal is intended to address long-term traffic demand, improve safety, and enhance traffic flow while considering the Circle’s historic setting, one of the Village’s most recognized and significant intersections.

Chinquapin & Magnolia Intersection Improvements

The Village of Pinehurst has completed construction work associated with improvements at the intersection of Chinquapin Road and Magnolia Road. These improvements were designed to enhance safety, address stormwater issues, and improve parking and pedestrian access in the downtown area.

'Down-Zoning' & S.B. 382

Senate Bill 382, enacted in December 2024 as part of the Disaster Recovery Act, significantly limits local governments’ ability to down-zone property without the consent of affected property owners. This change has raised concerns among municipalities about reduced flexibility to manage growth and land use, while supporters argue it strengthens private property rights. Extraterritorial Jurisdiction (ETJ)

Extraterritorial Jurisdiction (ETJ) is a long-standing planning tool that allows municipalities to apply zoning regulations just beyond their corporate limits to guide growth and protect adjacent areas. For communities like Pinehurst, ETJ plays a key role in ensuring compatible development, supporting coordinated infrastructure planning, and maintaining the character and quality of life that residents and visitors expect.

Short-Term Rentals

In October 2022, the Village Council adopted Ordinance #22-15, amending the Pinehurst Development Ordinance (PDO) to regulate short-term rentals (STRs). The ordinance outlines the zoning districts where STRs are allowed and sets special requirements (SR-9) for STRs. An STR is defined as a dwelling unit used for transient lodging for less than 30 consecutive days or more than 14 days total in a calendar year.
