Planned Unit Development
The Village of Pinehurst is evaluating whether to adopt a Planned Unit Development (PUD) zoning option, and we invite you to learn more and share your feedback. A PUD is a flexible zoning tool that allows a property to be designed and built under a coordinated, master-planned framework rather than the standard, prescriptive requirements in our existing zoning districts, giving the Village greater ability to shape larger or more complex projects so they fit Pinehurst—our character, our trees, our open spaces, and our community expectations.
Pinehurst PDO Update
The Pinehurst Development Ordinance (PDO) is a comprehensive document that regulates the Village’s land development and zoning. The Village has experienced significant growth over the past two decades, but the existing land development codes have not kept pace. The revised PDO was adopted by the Village Council on November 18, 2025.

Pinehurst Traffic Circle

Short-Term Rentals
In October 2022, the Village Council adopted Ordinance #22-15, amending the Pinehurst Development Ordinance (PDO) to regulate short-term rentals (STRs). The ordinance outlines the zoning districts where STRs are allowed and sets special requirements (SR-9) for STRs. An STR is defined as a dwelling unit used for transient lodging for less than 30 consecutive days or more than 14 days total in a calendar year.
Chinquapin and Magnolia Intersection Improvement Project
The Village of Pinehurst has planned important improvements at the intersection of Chinquapin Road and Magnolia Road to enhance safety, manage stormwater, and improve parking and pedestrian access.
