The Village of Pinehurst Village Council will hold a Public Hearing on Thursday, October 30, 2025, at 4:30 p.m. in Assembly Hall at Village Hall, located at 395 Magnolia Road, Pinehurst, NC 28374.
The purpose of this hearing is to receive public comment on the new proposed Pinehurst Development Ordinance (PDO)—a comprehensive update to the Village’s zoning and development regulations. The new PDO fulfills a key goal of the 2019 Comprehensive Plan, serving as an implementation tool to guide future growth and ensure development aligns with Pinehurst’s character and vision.
Primary goals of the update include:
• Implementing recommendations from the 2019 Comprehensive Plan and Small Area Plans
• Updating development and design standards
• Removing inconsistencies and incorporating recent legislative changes
• Enhancing usability with new graphics and illustrations
The proposed PDO will apply to all properties within the Village limits and its extraterritorial jurisdiction (ETJ).
Council will not vote on the ordinance at the October 30 meeting. The hearing provides an opportunity for residents, property owners, and stakeholders to share comments before Council considers adoption at a future meeting.
