Effective July 1, 2019, the fees and charges for permits and building inspections in the Village of Pinehurst will be changing. The new Fees and Charges for planning and building permits, which is accessible on the Village’s website, contains several significant changes including consolidation of fees, implementation of new fees, and changes to previous fee levels. These changes have been made in an attempt to simplify the Village’s Fees and Charges Schedule, make the cost of development more predictable, and make it easier for staff to apply and collect applicable fees.

As most planning and building fees have not been adjusted since 2004, residents and builders will see considerable changes in planning and building inspection fees. Overall, the new planning and inspection fees and charges will result in higher fees for new commercial and multi-family development and lower fees for new residential development. Engineering fees associated with commercial and multi-family development have been consolidated into inspection fees and have been eliminated.

To determine if planning and building inspection fees cover the cost of development services, Village staff conducted a comprehensive cost analysis and calculated the total estimated cost per permit, including both direct and indirect costs. In addition to the cost analysis, staff also conducted a thorough review of fees being charged by other jurisdictions, both locally and across the state. Based on this analysis, the majority of planning and inspection fees will increase effective July 1, 2019.

In accordance with the Village Council’s adopted Fees and Charges Policy, the new planning and building inspection fees help the Village ensure that development pays for itself, rather than tax payer dollars subsidizing development costs.

In addition, the Village has updated all of its permit application forms. Builders and developers will need to utilize the new forms effective June 3, 2019 to submit permit applications to the Village. The new permit application forms have been simplified and may have new names.
