Village Recognized for Performance Management Leadership

ICMA Certificate of Excellence 2018 216x162The Village of Pinehurst is pleased to announce that the International City/County Management Association (ICMA) has recognized the Village of Pinehurst for its data-driven management and reporting efforts with a Certificate of Excellence in Performance Management. 

“Performance management is a bedrock principle of professional local government management,” ICMA Executive Director Marc A. Ott said. “By recognizing these leaders, ICMA hopes to encourage others to make a commitment to collect and analyze data, report it transparently, and use it to continuously engage their communities and improve their organizations.”

Certificates are based on established criteria and are awarded at three levels: Achievement, Distinction, and the highest level of recognition, Excellence.  Recipients at all levels collect and verify data to ensure reliability, train staff in performance measurement, and report data to the public through budgets, newsletters, and/or information provided to elected officials.

Certificates of Distinction are awarded to those who also provide comparative and benchmarking information to the public, use performance data in strategic planning and operational decision-making, and share their knowledge with other local governments through presentations, site visits, and other networking activities.

Certificates of Excellence go to those who also track and report key outcomes, survey residents and local government employees, incorporate data into performance dashboards or other visual communications, and foster the development of a performance culture throughout their organizations.  

The Village of Pinehurst is one of only 29 jurisdictions receiving the highest level of recognition by ICMA, the Certificate of Excellence, and one of 57 recognized overall. 

"Since the Village adopted the Baldrige Framework in 2013 to drive our continuous improvement efforts, we have greatly expanded our collection and use of organizational data to make fact-based decisions. To achieve the ICMA's highest level of recognition is truly an honor for us," said Assistant Village Manager Natalie Hawkins.

“The Village applied for this certificate to recognize the efforts of all our employees as they strive day in and day out to serve the residents, businesses and visitors of Pinehurst and to help improve their quality of life. I am so proud of what we have collectively achieved and of the improvements we have made over the last several years to collect and analyze data, report it transparently to the public, and use it to continuously improve our operations,” said Hawkins.

ICMA will officially recognize recipients at its 104th Annual Conference in Baltimore, Maryland, September 23-26, and in the October 2018 issue of PM (Public Management) magazine.
